Disability Voter Advocates Call for Ban on DREs

Ensuring that voting is genuinely accessible to voters with disabilities is a legal requirement and a democratic necessity — and it has also, at times, been in tension with security concerns raised about certain electronic voting technologies. Understanding how these two goals can be reconciled, rather than treated as opposing priorities, is an important part of the broader conversation about voting equipment.

Direct-recording electronic (DRE) voting machines, which record votes electronically without necessarily producing a paper record a voter can independently verify, were adopted in part because they offered accessibility features — audio ballots, adjustable interfaces, and other accommodations — that were difficult to replicate with a purely paper-based system at the time. For voters who are blind, have limited mobility, or face other barriers to marking a traditional paper ballot unassisted, these features represented meaningful, hard-won progress in voting access.

The security concern raised about DREs, separately from their accessibility features, centers on verifiability: without an independent paper record, there’s no way to audit whether the machine recorded a vote correctly other than trusting the software itself. This is the same verifiability concern that applies to any electronic-only voting system, not one specific to accessibility technology.

The resolution that has gained the most traction among both accessibility and security advocates is not choosing between the two goals, but combining them: accessible ballot-marking devices that provide the same audio, tactile, and adjustable-interface accommodations as older DRE systems, while still producing a voter-verifiable paper record that can be included in post-election audits like any other ballot. This approach preserves the accessibility gains that mattered so much to voters with disabilities, while closing the verifiability gap that concerned security researchers.

The lesson from this history is a useful one for voting technology more broadly: accessibility and verifiability don’t have to be traded off against each other. With the right equipment design, a voting system can be built to serve both goals at once, and the ongoing work in this space is largely focused on making sure every jurisdiction actually has access to equipment that does.

Learning From Universal Design

The broader field of accessible technology design offers a useful concept here: universal design, the principle that features built for accessibility often end up benefiting everyone, not just the population they were originally designed for. Audio ballot instructions can help a voter with low literacy as well as a voter who is blind. Adjustable text size can help an aging voter as well as a voter with low vision. Applying this same universal-design thinking to voting technology — rather than treating accessibility as a separate, bolted-on feature — tends to produce systems that work better for the entire electorate, while still meeting the specific needs that make participation possible for voters with disabilities in the first place.

Voting system accessibility standards continue to evolve, shaped by input from disability advocacy organizations, election administrators, and security researchers together. The most productive version of this ongoing conversation treats accessibility and verifiability as complementary design requirements to be solved together, rather than competing priorities where progress on one has to come at the expense of the other.
